Maryland’s FY2026 budget provides the Governor’s Office for Children (GOC) with $17 million for the ENOUGH Grant Program 

This Notice of Funding Opportunity (NOFO) for the FY2026 ENOUGH Grant Program Continuation Awards​​ includes qualifying progress requirements and application guidance for existing grantees awarded funds in the FY2025 grant cycle in the Partnership Development or Plan Development cohorts.

Plan Development Grantees:

For most Plan Development grantees, we will offer Bridge funding, as we expect to grant just 1-3 Implementation or Early Implementation “move-up” awards for Plan Development grantees that are meeting all benchmarks and have advanced more swiftly than anticipated through their needs assessment and action plan activities.

Those pursuing Implementation or Early Implementation funds must have completed their needs assessment and neighborhood action plan at the time of their application submission in mid-September. If a requested “move-up” award is not approved, the applicant will be considered for Bridge funding.


Partnership Development Grantees:

For Partnership Development grantees, you may stay within the current pathway in FY2026 (no change to budget or timeline) or you can apply to move up to Plan Development. 

New Partnership Development Applicants:

Those communities pursuing new Partnership Development funds must identify an eligible community (or otherwise defined geography) that meets both of the following eligibility criteria:
  1. ​Include at least one U.S. Census tract where more than 30% of children are living in poverty and
  2. Be served by a Maryland community school with a concentration of poverty level of at least 80%.

​​The community must also form an ENOUGH Partnership Collaboratives (Partnerships) must include the following minimum core partners:

  1. a community-based non-profit organization,
  2. a local government entity, and
  3. a public school
