Rate Setting Reform
The Interagency Rates Committee (IRC) is exploring revisions to Maryland’s rate-setting process. As indicated in the 2013 Joint Chairmen’s Report, it is recommended that Maryland renovate its current rate system to better meet the needs of our children. Revising Maryland’s rate-setting system will bring it into line with many other states and result in fiscal benefits, improved service delivery and performance outcomes that benefit the State, the children we serve, and residential providers.
The IRC has determined that a multi-phase process is necessary to complete this work. It is the goal of the IRC to engage in an ambitious, collaborative process that will enable Maryland to radically reform the current rate-setting system in order to continue to move forward.
Rates Reform Revision Process
The IRC has convened the Rates Reform Stakeholders Workgroup to facilitate the planning and development of recommendations for the reform process. The goal of this workgroup and its members is to share, analyze data, engage in a collaborative discussion, and develop recommendation for a revised rate setting system. During the process the work will be broken into elements that will be tackled one step at a time. Working teams will be developed with membership from private providers, stakeholders, state agencies and national experts to focus on each of the core elements of the rate setting system.
